Chris, not at all. I’d chose the best captain based on character and experience—rich or poor. Plato’s point was against the oligarchic system where the ruling class is only based on wealth, not experience or virtue. There are plenty of rich men and women doing who are worth their salt, but to pick them solely based on their wealth—in which people assume they got wealthy through expertise—is often misguided.
